I am not sure of the rationale behind the submission requirement. I makes it easier for the selection committee. They don't have to take the time to search through the new releases. There is a possibility they could miss some good books if the author is not aware of the requirement. The cash prize is a nice bonus. Authors need and deserve all the support they can get.
